The Shimoda bugyô, or Shimoda Magistrate, was a Tokugawa shogunate official who oversaw the administration of the port city of Shimoda, on the Izu peninsula. Though the position was first established in 1616, it gained prominence after the opening of Shimoda to Western ships in the 1850s.
Isawa Masayoshi was named Shimoda bugyô in 1854 following the signing of the Convention of Kanagawa which opened the port to American sailors;[1] Tsuzuki Mineshige held the post concurrently. The magistrates' office (bugyôsho) was housed at the temple of Hôfuku-ji for a time.[2]
Inoue Kiyonao was appointed to the post in 1855.[3]
