  • Restrictions are placed on the export of copper (Shôtoku shinrei).
  • Policies regarding Chinese trade at Nagasaki are changed. Restrictions are placed on the number of Chinese ships allowed to trade at Nagasaki - reduced from 80 to 30; Chinese are made subject to Japanese law; a system of licenses similar to the tally trade system is implemented; and Chinese merchants are from now on to communicate with certain low-ranking officials, and not directly with shogunate administrators.
