Hori Takayuki was an interpreter from Nagasaki who accompanied a group of eighteen young men from Satsuma han who in 1865 snuck out of the country in order to study in Europe.

Hori traveled around Great Britain and Europe with Niiro Hisanobu and Godai Tomoatsu, the leaders of the student group, in order to survey conditions of government, technology, etc. Along with Iwashita Michihira and others, he was later a member of a Satsuma delegation to the 1867 Paris World's Fair.
