Thomas Watters was a British diplomat, serving as Acting Consul General in Seoul from 1887 to 1888.

Watters was appointed to the post in Seoul after serving in the British Consular Service for some time in mainland China and Taiwan. During his time in Asia he built a personal collection of Asian art and artifacts, and donated many of them to the British Museum and Victoria and Albert Museum in London while on a home leave in 1888.
