Tsugaru Tadako, or Shin-hime, was born the sixth daughter of Udaijin Konoe Tadahiro.

She was engaged at a young age, in 1854, to Shimazu Torajumaru, the young heir to Shimazu Nariakira, lord of Satsuma han, but Torajumaru died later that year, at the age of 4 or 5. Shin-hime later married Tsugaru Tsuguakira, lord of Tsugaru han.
