Mizuno Katsunari was a direct cousin of Tokugawa Ieyasu, and was lord of Yamato-Kôriyama and Fukuyama domains.

After serving for a time as lord of Yamato-Kôriyama, Mizuno was moved to the western provinces in 1619 and was made lord of Fukuyama, at 100,000 koku.
