He played a role in attempting to restore formal relations (and legal trade) between the [[Ming Empire]] and Tokugawa Japan, and after the shogunate's [[1611]] edict banning Chinese ships trading at ports outside of [[Nagasaki]], ''daimyô'' or other local authorities were obliged to report to Hasegawa on any Chinese ships doing so, and to redirect the ships to Nagasaki.
