Abe Masatomo was the fourth Abe clan lord of Fukuyama han. Though appointed a member of the rôjû in 1787/3, he resigned less than a year later, in 1788/2.

After having spent a number of years in Edo (partially due to his position as a rôjû), he returned to the domain in 1790 for the first time in some time, and initiated a series of administrative reforms.
