The shogunate cracks down on yomiuri news-singers, forbidding them from singing the news in the streets, and banning the production of their news-papers. The ban is not very successful, though, as it is repeated again in 1698, 1703, 1713, 1721, and 1722.
The Qing open Customs Houses in select ports, implicitly granting permission for merchants to engage in overseas trade.
