Construction began in September 1914. The Hall was officially opened on July 1, 1917. Due to damage in the 1923 Great Kantô Earthquake and other later events, the Hall has been restored multiple times, including in 1927 and 1989. The exterior features a combination of red brick and white stone in what is described as a "free classic style." A clock tower is incorporated into the southeast corner, and a tower with an octagonal dome at the southwest corner, alongside other domed towers.
