The Order of the Chrysanthemum was the highest Order the Emperor could bestow.
A new higher level of the Order was established on 1888/1/4, the Order of the Chrysanthemum with Chain.

- King Kalākaua of the Kingdom of Hawaii (awarded March 14, 1881; 13th recipient)
- Prince Kitashirakawa Yoshihisa (awarded posthumously, 1895)[1]
