Motoda Eifu was a tutor on Chinese classics to the Meiji Emperor. He served that function for roughly twenty years, as well as being a Confucian advisor to the Emperor.

Motoda is also credited with playing a significant role in drafting the language of the Imperial Rescript on Education, promulgated in 1890.
