Emperor Seimu is an early emperor considered the 11th Emperor of Japan by the "traditional" counting. It is unclear whether he was a historical figure, or should be regarded as more purely legendary.
His consort (or one of his consorts) is known as Hibasuhime no mikoto; a mausoleum traditionally said to be hers neighbors those of Emperor Seimu and Empress Kôken, a short distance to the northwest of the Heijô Imperial Palace.
The Nihon shoki tells of a prince from Silla named Ame no Hiboko who traveled to Japan during the reign of Emperor Suinin, bringing ritual objects and offering his services to the emperor.[1]
