Gottfried Wagener was an oyatoi gaikokujin hired by the Meiji government to help train and otherwise prepare Japanese artisans for participation in World's Fairs.

He accompanied a group of some twenty Japanese artisans to the 1873 Vienna World's Fair, and then returned to Japan, where he helped artisans prepare for the 1876 Philadelphia World's Fair, and for Domestic Industrial Expositions in 1877 and 1881.
