- 805/6 Saichô returns from China, and brings tea seeds with him.
- 805/12 Fujiwara Otsugu advises that construction on Heian-kyô, and military activities (incl. the subjugation of the Emishi) be ceased, for the sake of benevolent rule. Construction is halted.
