Kiyonaga was named one of three commissioners (bugyô) for Mikawa province in 1565. In 1590 he received a 20,000-koku fief at Iwatsuki in Musashi province and in 1592 was named as commissioner for warships built to accompany a Tokugawa army assigned to Kyushu during Hideyoshi's Korean Invasion.
