He served as an advisor to both Tokugawa Hidetada (with whom he spent his childhood) and Tokugawa Iemitsu, and was highly regarded by the latter. He served at the sieges of Osaka Castle in 1614 and 1615, having been made a daimyô in Shimôsa province in 1601.

His sons included Doi Toshitaka, Toshinaga, and Toshifusa.
