Imagawa Norinobu was a kôke and Tokugawa shogunate official who served as envoy to the imperial court and on similar missions on several occasions in the Bakumatsu period.

Following a fire at the Kyoto Imperial Palace, Norinobu was dispatched to Kyoto in 1854/4 to officially inquire (on the shogun's behalf) as to the emperor's health and wellbeing.
