Matsuzaki Mantarô was a Confucian scholar dispatched by the Tokugawa shogunate alongside Hayashi Akira, Ido Satohiro, and Udono Nagatoshi to meet Commodore Matthew Perry upon Perry's second arrival at Uraga, in 1854.
