Imagawa Norinobu was a ''[[koke|kôke]]'' and [[Tokugawa shogunate]] official who served as envoy to the imperial court and on similar missions on several occasions in the [[Bakumatsu period]].
Following a fire at the [[Kyoto Imperial Palace]], Norinobu was dispatched to Kyoto in [[1854]]/4 to officially inquire (on the shogun's behalf) as to the emperor's health and wellbeing.
