Okitsura was a son of [[Sugi Okifusa]]. He served the Ôuchi and acted as the ''[[shugodai]]'' of [[Chikuzen province]]. In [[1530]] he was tasked with leading an army against [[Shoni Sukemoto|Shôni Sukemoto]] but was defeated by [[Ryuzoji Iekane|Ryûzôji Iekane]]. When [[Ouchi Yoshitaka|Ôuchi Yoshitaka]] was overthrown and committed suicide, Okitsura followed suit and killed himself.
