Hiroteru was the son of [[Minagawa Hirokatsu]] ([[1548]]-[[1576]]) and a minor [[daimyo|daimyô]] who submitted to the [[Hojo clan|Hôjô]]. In [[1590]] he abandoned the Hôjô for [[Toyotomi Hideyoshi]] and was confirmed in his 30,000-[[koku]] fief at [[Tochigi]] In [[1603]] he was given a fief in [[Shinano province|Shinano]] at [[Iiyama]] (40,000-koku) but lost it as a result of his association with the [[Okubo clan|Okubo]], who were disgraced and fell from power in [[1616]]. His son later received [[Fuchu|Fuchû]] in [[Hitachi province|Hitachi]] (15,000 koku).
