Kishimoto Gashô was one of Okinawa prefecture's first two elected representatives to the National Diet House of Representatives, along with Takamine Chôkyô.
He and Takamine, along with Jahana Noboru, Ôta Chôfu, and Nakijin Chôshin, were the first five Okinawan students sponsored by the Meiji government to study in Tokyo.
He later served as head of educational affairs for Okinawa prefecture, and was elected to the House of Representatives four times. In 1925, he became the third modern mayor of Naha City.
