The Meiji Kinenkan, or Meiji Memorial Hall, was originally built in 1881 as a secondary imperial residence. Also known as Kenpô Kinenkan, or Constitution Memorial Hall, it was later the site of several top-level meetings at which the Meiji Emperor met with Itô Hirobumi and other top members of the Meiji government to discuss and draft the Meiji Constitution.
The building was later given over to the control of the nearby Meiji Shrine, and was officially renamed "Meiji Kinenkan" in 1947.
