Goichi was Negishi Yûzan's nephew. Shimizu joined the Rôshigumi in 1863 and stayed in Kyoto. He soon deserted with Negishi Yûzan and joined the Shinchôgumi. He fought against the Imperial troops under Shonai han during the Boshin War.
