Well, If I remember correctly, Piggott makes the claim that early titles including "Emperor" were gender-neutral. I think she even goes as far as not exclude the usage of "Empress". The Emperor Saimei himself went to Kyushu and sent a huge army for the relief of the Paekche kingdom. (referring to the army that would lose at Hakusukunoe).
