Regarding Shugo
Someone should mention the fact that only Shugo *not* from the east were placed in provinces they were not native to. There was obvious bias towards eastern Shugo. I can't find my source right now, but I read it in Jansen' Warrior Rule in Japan. Nagaeyari 10:33, 15 January 2007 (PST)
