Yamanouchi Teiun was the 4th governor of [[Kagoshima prefecture]], serving in that position from September [[1890]] until November [[1892]]. He oversaw a considerable expansion of the prefecture's road networks, begun under his predecessor, [[Watanabe Chiaki]].
