Hasegawa Gonroku served as Nagasaki bugyô circa 1621, and in that year played a significant role in the reception of a formal embassy from Ayutthaya (Siam).

His family, based in Nagasaki, were samurai retainers to the Tokugawa shogunate, but were also directly involved in the Southeast Asia trade, and held red seal ship licenses (shuinjô) authorizing them in that trade.
