Kutsuki Masatsuna was a lord of Fukuchiyama han, to the northwest of Kyoto.

He is known for his strong interest and involvement in Rangaku ("Dutch" Studies), including interactions with scholars such as Maeno Ryôtaku and Otsuki Gentaku, and in particular for his collection of European coins.
